Businesses Reopen After Shutdown

Gov. Mike DeWine says 90 percent of the economy is reopened, with retailers, bars and restaurants and hair salons and barbershops allowed to operate under new rules. But workers and customers still have concerns, and numbers of tests aren’t where they were predicted to be.
